What is Land Mutation?

A mutation is a compulsory process that is essential for all legal transactions involving the land or a property.

Why Do We Need to Mutate Our Land?

A land mutation is significant for various reasons. Some of them are –

  • If the owner of a land wants to sell it then he / she will be required to show the mutation certificate to the buyer. It works as a verification.
  • The ownership of a specific land or property can be proven by the mutation certificate. 
  • A mutation certificate is required for tax payment liabilities. It works as a legal document of land records and thus is mandatory if a dispute arises.
  • The mutation certificate specifies the names of all the co-owners in case of joint ownership. 

Types of Land Mutation:

  • Inheritance or Will Deed – Transfer of land or property from a parent to son / daughter or any such transfers between genetically related persons.
  • Sale/Gift Deed – Transfer of land through sale or any other means.
  • Property Exchange Deed – Through this type of mutation document, one can keep a record of property exchange. In simpler words, it is required if you transfer your property to someone in exchange for theirs.

How to apply for Land Mutation Online?

If you wish to apply for a mutation certificate in West Bengal then follow the steps below:

  • Go to the official website www.banglarbhumi.gov.in and click on Citizen Services > Online Application > Mutation Application.

  • Then, choose your District Name, Block Name & Mouza Name in the Mutation Application Form window.

  • Fill in all the details carefully without any mistake and attach all the documents as asked for.
  • Next, click on the Submit button.

  • The applicant will receive a transaction number on the mobile number registered. Note it down as it will be required if you try to check the application status online.
  • After submission of the application, the concerned authority will check whether the land concerned is in breach of any law related to the state’s provisions for land reforms and land revenue rules.
  • After physical verification of the land, the Land department will process the request of mutation.
  • The mutation certificate will then be provided after successful verification of the land.

You can download the Land Mutation Certificate from Banglar Bhumi website by following the steps given below:

  1. First step is to visit the official website of Land and Land Reforms and the Refugee Relief and Rehabilitation Department of Govt of West Bengal or just click on this link – https://banglarbhumi.gov.in/BanglarBhumi/Home.action.
  2. Go to the “Online Application” tab on the menu bar and then click on the “Mutation Application” option.
  3. Fill in the application form carefully without any mistakes, in the format prescribed.
  4. Pay the required fees from the “Fees Payment” option from the online application menu.
  5. After successful payment, click on “Submit”. The applicant will receive an acknowledgement slip afterwards with the registration number. It is advisable to not it down for future reference.

How to check Land Mutation Status in West Bengal?

Any applicant can check their application status after successful submission. You can do so by clicking on the “Know Mutation Status” link which is available under the “citizen service” option from the official website through the following steps:

Step 1: Go to the Homepage of Banglar bhumi and click on “Citizen Services“.

If you have not registered with the website, then click on “Register” and enter all the details.

Step 4: Again, click on “Citizen Services” and choose “Mutation Status” from the drop down menu.

Step 5: Finally, you will see 5 options to search your mutation status. These options are:

  • Case Wise Search,
  • Dee Wise Search,
  • Location Wise Search,
  • Seller Name Wise Search,
  • Buyer Name Wise Search.

Documents Required

During the sale of a property / land –

  • Current and previous registration deeds and sale deeds.
  • Application for mutation with a stamp attached. 
  • Affidavit or stamp paper of required worth. 
  • Receipt showing updated tax payment for the land or property concerned.
  • Aadhar card and Ration card.

During Will or Inheritance:

  • The death certificate and a copy of the Succession certificate.
  • Affidavit on stamp paper of required value.
  • Receipt showing updated tax payment of the land or property concerned in case of Power of Attorney.
  • Current and previous registration deeds and sale deeds.
  • Aadhar card and Ration card.
  • Application for mutation with a stamp attached.
  • Receipt of current property tax payment.
  • Sale deeds and a copy of the Power of Attorney.

If no objection is filed during the proceeding then the mutation needs to be done within 6 months from the date of possession.

    My father has a 2 kattah 5 chattak land which was purchased on 1988. That time, mutation was not compulsory and my father was not aware of all this legal proceedings, hence it was not done. Now, at present, while my father is willing to sell the land, due to non-availability of mutation, he is unable to do. Moreover, it is impossible to get back dated records for mutation as the history is more than 50-60years to generate mutation of present date. Kindly guide how to proceed for registry without mutation or any alternatives as we have understood that it is quite impossible to get mutation (many lawyers has already tried to do so but in vain due to inavailability of proper records) and being a senior citizen, it is not possible for my father to run after due to this. Kindly guide as he badly wants to sell his alloted land.

  2. Dear Rianka,

    You can get the history of the land by doing a online searching called as RoR document. It can be done from banglarbhumi website where you have to put in the plot details and navigate to payment page for completing the transaction. A few days later, you can find your signed RoR document from that very website itself.
    Using that RoR, original sale deed and previous succession deeds, you can do a online mutation application.

    The property in which my family and my uncle’s family are now living (equal halves of the whole property alloted to both) was earlier in the name of my grandfather. But after my grandfather’s death, the two sons of him i.e., my father and uncle alloted equal halves and they both have “Dalils” showing 1/2 of the total land area but while doing “Mutation” the government officer edited wrongly that my father has 1/4 and my uncle has 3/4 but in Dalil it is clearly mentioned that both has been allotted 1/2. Now, we are facing a lot of issues to make correction in it as the officers are just playing with us calling day after day. My father is a senior citizen and me a student residing in Delhi for studies. The Dalals are asking a bribe of ₹20,000 to make changes in Mutation which is not possible to pay for me. Plz, guide me what can be done and how.

    I have a flat for which I got the possession in 2012. However, as I not staying in Kolkata, I missed out on the tax payment and mutation of flat. Pls advise how can I complete the mutation and make upto date tax payments now. Thank You
